Construction supervision and bank monitoring
Independent oversight of construction for banks and investors. We verify that the funds go into work whose quality and scope match the design documentation and the contractual terms.
What construction supervision and bank monitoring are
Construction supervision, also referred to as technical supervision or the investor's technical supervision, is an independent check of construction on behalf of whoever commissions or finances the building. On projects financed by a loan, supervision carried out for the bank is also known as bank monitoring or loan drawdown monitoring.
The bank and the investor need to know the same things: whether construction is progressing according to the design, whether the budget is sufficient to complete it, and whether the invoiced works match what has actually been built on site. We act as an independent technical partner to the bank and the investor, following the project from preparation and design through execution to completion. We can also advise on site selection and on assessing development potential.
Who the service is for
- Banks and financial institutions that finance construction and need an independent view of the project's status.
- Investors and developers who want to keep quality, costs and deadlines under control.
- Government agencies and businesses that commission construction or refurbishment and need an expert on their side.
What we check on site
Quality and compliance with the design
We check the quality and scope of supplies and works, built-in materials and structures, their quality certificates and the prescribed tests.
Budget and payments
We verify the pricing accuracy and completeness of valuation documents and payment certificates, so that payments match the works performed.
Deadlines
We monitor the schedule and the sequencing of works between individual contractors, and alert you in time to threatened breaches of contractual deadlines.
Design changes
We monitor changes and amendments to the design documentation that affect costs, deadlines and technical parameters.
How the supervision works
We tailor the scope to the project and to the party we are working for. It typically covers these stages:
1Preparation and design stage
- review of documents for the zoning decision and the building permit
- completeness check of the design documentation for the zoning decision, the building permit and construction
- drafting the conditions for selecting the contractor for the construction or refurbishment
2Construction stage
- participation in the handover of the site to the contractor
- checking the start of construction and the proper keeping and updating of the site diary
- checking the quality and scope of supplies and works and their compliance with the design, the contract and the building permit
- monitoring changes and amendments to the design documentation affecting costs, deadlines and technical parameters
- monitoring the construction schedule and resolving discrepancies
- checking the pricing accuracy and completeness of valuation documents and payment certificates
- alerting the client to threatened breaches of contractual deadlines
- monitoring the sequencing of works between individual contractors
- checking the prescribed and agreed tests of materials, structures and works
- checking built-in materials, machinery and structures and their quality certificates
- attending site meetings and coordinating the contractor with subcontractors
3Completion stage
- evaluation of the takeover protocol of the completed works
- checking the rectification of identified defects and outstanding works
- monitoring and evaluating the final-approval (occupancy) procedure and the fulfilment of its conditions
- handover of the building file to the future user after final approval
Experience from construction sites and banks
Supervising a building on behalf of a bank requires an understanding of both construction and financing. We have 40 years of experience in the banking and construction sectors, more than 50 completed projects worth a total of EUR 1 billion, and 500,000 m² of supervised floor area. See a selection of our completed projects.
Our credentials include the SKSI certificate of professional competence for the activity of Construction Supervisor (registration No. 10246), the FIDIC conditions of contract for construction (SACE) and Credit Analysis (KPMG Peat Marwick).
Frequently asked questions
What is the difference between construction supervision and bank monitoring?
Both check whether the building matches the design, the contracts and the budget. The main difference is who they are carried out for: construction supervision typically for the developer or investor, bank monitoring for the bank financing the building.
When is the best time to bring in supervision?
The sooner, the better. Already during preparation, we can review the documents for the zoning decision and the building permit, check that the design documentation is complete and draft the conditions for selecting the contractor.
What do you do when construction is completed?
We evaluate the takeover protocol, check the rectification of defects and outstanding works, monitor the final-approval procedure and the fulfilment of its conditions, and oversee the handover of the building file to the future user.
Do you work outside Bratislava?
Yes. Our projects include buildings in Bratislava, Trnava, Košice, Martin, Prievidza, Žiar nad Hronom and Revúca.
Do you provide your services in English?
Yes, we provide our services in Slovak and English.
